In his press conference Rosenstein summarized the charges to the effect that the named Russian defendants stole and released Democratic documents after planting malicious computer codes in the network of the DNC as well as the Democratic Congressional Campaign Committee.
Computer records related to at least 500,000 voters were stolen, but no evidence has emerged that the election itself was compromised or that the result was affected.
"The indictments Rod Rosenstein announced are good news for all Americans". The hackers also created false personas, popularly known as DC Leaks and Guccifer 2.0, that were used to disseminate the stolen documents while disguising the campaign's Russian origins.
Rosenstein told BBC that the defendants corresponded with several Americans during the conspiracy to manipulate the elections but there is no direct allegation that any United States citizen indulged in criminal activity.

Twelve Russian intelligence officers were accused Friday of trying to interfere in the 2016 presidential elections, including a hack of Democratic National Committee. He said he briefed Trump earlier this week.
One of the Russians probed election websites in Iowa, Florida and Georgia, looking for vulnerabilities just days before the November election, the indictment charged. According to a copy of the indictment obtained by Bleeping Computer, the 12 accused are part of Unit 26165 and Unit 74455 of the Russian government's Main Intelligence Directorate (GRU), the country's military intelligence service.
Some researchers said the indictment might have depended on US signals intelligence, the fruits of which are rarely revealed, because it quotes electronic messages sent to an unidentified organization presumed to be London-based WikiLeaks.
A review of the indictment found that on line 22, the special counsel investigation said that Russian intelligence officers spent the better part of 2016 attempting to hack into email accounts associated with the Clinton Campaign.
Glenn Kirschner said on CNN Friday that Mueller's work has proceeded in the standard fashion of RICO cases - which stands for the Racketeer Influenced and Corrupt Organizations Act. Pure stupidity. But it makes it very hard to do something with Russian Federation.
The GOP lawmaker, who is retiring after this Congress, said that he's "pleased Russian Federation is being held accountable for their actions against our country".
