Jackson added it was "logical and appropriate" for investigators tasked with pursuing any links to the Russian Federation investigation to direct their attention toward Manafort, due to his role in Trump's campaign.
President Donald Trump's attorney Rudy Giuliani has warned Robert Mueller that the Trump team will wage a campaign to end the Special Counsel's Russian Federation investigation on its one-year anniversary, with several plans up their sleeve.
In response to these charges, Manafort claimed that he could not be prosecuted by Special Counsel Robert Mueller because the particular charges against him are outside of Mueller's properly delegated authority.
Manafort and his lawyer's had argued Rosenstein acted improperly by appointing Mueller to investigate collusion with Russian Federation and "any matters that arose or may arise directly from the investigation".
Jason Maloni, a spokesman for Manafort, later responded to the ruling: "Paul Manafort maintains his innocence and looks forward to prevailing in this matter".
"The special counsel would have been remiss to ignore such an obvious potential link between the Trump campaign and the Russian government", Jackson wrote.
"Given the combination of his prominence within the campaign and his ties to Ukrainian officials supported by and operating out of Russia, as well as to Russian oligarchs, Manafort was an obvious person of interest", the ruling said.

Manafort has pleaded not guilty to charges related to his lobbying work for Ukrainian politicians dating back to a decade ago.
Even if the charges arose from the challenged authority grant, Manafort can't win dismissal of the indictment because the Justice Department regulations regarding the appointment of special counsel don't create substantive rights for individuals under investigation, Jackson said.
Manafort's indictment includes a conspiracy count citing alleged conduct going into 2016.
Manafort also faces a separate set of bank fraud and other financial charges in Virginia.
That judge, T.S. Ellis, said he believed prosecutors were using the charges against Manafort to try to get him to turn against Trump.
The fact that Ellis asked such questions does not mean that he will rule in Manafort's favor.
