DA says Fairfield kids waterboarded, shot with crossbowsThirty-year-old Ina Rogers has publicly called herself an awesome mother, but she was booked into the Solano County Jail on nine felony counts of child abuse on top of a previous child endangerment charge.
Prosecutors charged Ina Rogers, 31, in Solano Superior Court with nine counts of felony child abuse, saying she caused the children to be in a situation likely to produce great bodily injury and death.
Police arrested a mother and a father after they say ten children were rescued from "horrible" living conditions. They found the child asleep under a bush in a nearby residence and returned the child to the home, where they conducted a search due to concerns about the children's safety, police said.
The children range in age from four months to 11 years. She "may not be a danger to the public at large, but these charges make clear she is a danger to the children", Judge William J. Pendergast said.
Rogers said she previously enrolled her two oldest children in school but made a decision to teach them herself because she didn't think they were getting enough attention.
All 10 children were placed into the care of the Solano County Child Welfare office.
On Wednesday, Rogers, who had been released on bail on neglect charges, was re-arrested and also charged with abuse, KGO reported.
Urine, human and animal feces, garbage and rotten food littered the floor, police said, and heaps of debris blocked off parts of the house.
Rogers went on to accuse her son-in-law, Jonathan Allen, 28, of worshiping the devil and provided NBC pictures of what she called his "devil room". He had been angry because Allen and Rogers had tried to take away his tablet computer, Rogers said, according to the AP.
Her bail was raised to $495,000, while Allen remains in jail on $5.2 million bail, the network reported.
Bail for a California mother of 10 children who officials say suffered long-term abuse was set at almost $500,000 after the judge said she remains a danger to the kids. Juarez also wrote that Rogers dissuaded the children from reporting their injuries to doctors to protect Allen.
"I've been doing this a long time, I was a prosecutor for 22 years, and have not seen a case of such overwhelming evidence of mental, emotional, physical abuse by the hands of their parents", Solano County District Attorney Krishna Abrams said.
The stories of abuse came out gradually over the past six weeks.
Allen was charged Monday with nine counts of felony child abuse as well as seven counts of torture.
Allen has denied all wrongdoing, and blamed the family dog for the mess at home.

"On a continuous basis the children were getting punched, strangled, bitten, shot with weapons such as crossbows and bb guns, hit with weapons such as sticks and bats, subjected to "waterboarding" and having scalding water poured on them," Solano County Deputy District Attorney Veronica Juarez wrote. "He looks like a scary individual, and that's why people are so quick to judge him", Rogers told reporters. Police said their 10 children were tortured and sometimes for sadistic purposes. He was booked into the Solano County Jail for 9 counts of felony torture and 6 counts of felony child abuse.
Peggy Allen, the mother of Jonathan Allen, said she had talked to Rogers about the importance of keeping a clean house.
