The two top fighters in the middleweight division finally came face-to-face in the ring previous year, fighting out a controversial draw in September.
The 27-year-old risked a one-year ban over the failed test, but Nevada authorities said he had been given a six-month suspension citing his co-operation with authorities.
Alvarez blamed contaminated beef in Mexico for his positive test and vowed to plead his case before the commission.
Now with his suspension set in stone, WBC President Mauricio Sulaiman believes its time to to allow Canelo Alvarez to get past the two failures for clenbuterol.
After Bateman was briefly questioned by commission members, Alvarez attorney Ricardo Cestero, who attended the hearing via telephone, told the commission, "We are in agreement with the proposed adjudication agreement".
Alvarez and his promoter, Golden Boy Promotions, maintained that the former junior middleweight and middleweight world champion did not knowingly take a banned substance.
He was forced to withdraw from a world middleweight title rematch against Gennady Golovkin after their first bout in September ended in a draw. She said Alvarez also must undergo drug tests, but added no fine was recommended because past fines have been based on future purses.
"People who know about steroids, know that Canelo is using something - but I do not think that is the reason why Canelo is a good fighter, he deserves all the credit in the world". However, the latter tested positive for doping and Golovkin's team had to scrap the initial plan and search for other options. That combined with the event taking place on Cinco De Mayo, has created a tremendous demand for tickets to this fight.
Because of the positive samples, that rematch was scrapped for its intended May 5 date, and Golovkin earlier Wednesday struck a deal to defend two of his belts against Vanes Martirosyan at StubHub Center. But he said Golovkin must focus first on his upcoming fight. "If Triple-G is successful May 5, then the biggest fight in the sport of boxing is still Triple-G and Canelo, and that's the fight we would try to make".
